Driven by the increasing availability and deployment of ubiquitous computing technologies across our private and professional lives, implementations of automatically processable regulation (APR) have evolved over the past decade from academic projects to real-world implementations by states and companies. There are now pressing issues that such encoded regulation brings about for citizens and society, and strategies to mitigate these issues are required. However, _comprehensive yet practically operationalizable_ frameworks to navigate the complex interactions and evaluate the risks of projects that implement (...) APR are not available today. In this paper, and based on related work as well as our own experiences, we propose a framework to support the conceptualization, implementation, and application of _responsible_ APR. Our contribution is twofold: we provide a holistic characterization of what responsible APR means; and we provide support to operationalize this in concrete projects, in the form of leading questions, examples, and mitigation strategies. We thereby provide a scientifically backed yet practically applicable way to guide researchers, sponsors, implementers, and regulators toward better outcomes of APR for users and society. (shrink)

Neuroenhancement involves the use of neurotechnologies to improve cognitive, affective or behavioural functioning, where these are not judged to be clinically impaired. Questions about enhancement have become one of the key topics of neuroethics over the past decade. The current study draws on in-depth public engagement activities in ten European countries giving a bottom-up perspective on the ethics and desirability of enhancement. This informed the design of an online contrastive vignette experiment that was administered to representative samples of 1000 respondents (...) in the ten countries and the United States. The experiment investigated how the gender of the protagonist, his or her level of performance, the efficacy of the enhancer and the mode of enhancement affected support for neuroenhancement in both educational and employment contexts. Of these, higher efficacy and lower performance were found to increase willingness to support enhancement. A series of commonly articulated claims about the individual and societal dimensions of neuroenhancement were derived from the public engagement activities. Underlying these claims, multivariate analysis identified two social values. The Societal/Protective highlights counter normative consequences and opposes the use enhancers. The Individual/Proactionary highlights opportunities and supports use. For most respondents these values are not mutually exclusive. This suggests that for many neuroenhancement is viewed simultaneously as a source of both promise and concern. (shrink)

The ideas of Franz Rosenzweig have had relatively little impact outside of the circle of contemporary liberal Jewish thinkers. It is even more unlikely that his name would be found in any of the countless volumes an ethical theory. I argue that the ethical theory implied in his primary philosophical work, The Star of Redemption, is compelling and worth sustained and serious study by a wider audience. ;Rosenzweig rejects an Hegelian totalitarian ontological framework for ethics, in favor of a relational (...) ethics that is based on the immediate demands of a concretely contingent other. I construct the epistemological foundations for such an ethics out of his work, by drawing on an analogy from the new science of chaos and Rosenzweig's avowed reliance on Hermann Cohen's differential calculus of infinitesimals. ;In addition to considering the mathematical symbolic logic that serves to structure his epistemology, I consider how aesthetics plays a role in his ethical theory. I contrast essential elements of Rosenzweig's philosophy with those of Martin Heidegger's in order to specify why these two contemporaries have been so closely associated and why they should be more clearly distinguished from each other. Besides the obvious cultural parameters, what makes them similar is not only their univocal departure from a Western metaphysics of substance, but also a common concern to locate human beings in the vitally relational way that we exist in the world. Their differences are most clearly defined in how each respectively appropriates language and aesthetics in that locative process. ;For Heidegger, art as the way of language par excellence becomes the medium by which a human being becomes aware of his/her own solitary and finite existence through bringing one face-to-face with the ultimate nature of one's own death. For Rosenzweig, that same awareness is countered by his introduction of the revelatory experience of responsible love of one human being for an other, and which he analogically models on a dialogical encounter with God. I argue that the ultimate difference between these two thinkers, then, is that with Rosenzweig we are provided with the tools to develop an ethical theory that has contemporary relevance for responsible relationships, while with Heidegger, who openly rejects ethics as the context for a discourse on human authenticity, we are left with next to nothing. A critical but underdeveloped part of the libertarian debate about immigration is the question of who, if anyone, owns public property, and the consequences of the answer to this question. Libertarians who favor restrictive immigration policies, such as Hans-Hermann Hoppe, argue that taxpayers own public property, and that the state, while it is in control of such property, should manage it on behalf of taxpayers in the same way private owners would manage their own property. In other words, it (...) should be quite selective about who may enter. Walter Block, who takes an “open borders” position, does not appear to dispute the claim that taxpayers own public property, but nevertheless argues that immigrants are entitled to ignore the state’s control of, and thus may freely enter, such property. In this article I explore the question of public property ownership using Rothbardian property rights principles. I conclude that, at least with respect to a particular type of public property, neither Hoppe’s nor Block’s reasoning is consistent with these principles. I also consider the idea that the state ought to have a role in managing public property in light of some libertarian anarchist ideas about the state. I conclude that supporting a legitimate role for the state as an immigration gatekeeper is inconsistent with Rothbardian and Hoppean libertarian anarchism, as well as with the associated strategy of advocating always and in every instance reductions in the state’s role in society. The term ‘Ohm's law’ traditionally denotes the formula of Georg Simon Ohm relating voltage, current, and resistance in metallic conductors. But to students of sensory physiology and its history, ‘Ohm's law’ also denotes another relationship: the fundamental principle of auditory perception that Ohm announced in 1843. This aspect of Ohm's science has attracted very little attention, partly because his galvanic researches so thoroughly eclipsed it in success and importance, and partly because Ohm's work in physiological acoustics had so little (...) immediate impact on the science of his time. On announcing his hypothesis in 1843, Ohm found himself drawn into a bitter dispute with the physicist August Seebeck, who successfully discredited the hypothesis and forced Ohm to withdraw from the field. In October 1984, Bruno Huisman stated with regards to Jean Cavaillès, ‘Let us be honest, or at least realistic: today, one can be a professor of philosophy without ever having read a single line of Cavaillès. Often invoked, sometimes quoted, the oeuvre of Cavaillès is little attended for itself’ (Huisman 1984). As for Albert Lautman, it would seem that the situation is even more extreme. In 1994, the publisher Hermann, under the impetus of Bruno Huisman and George Canguilhem, collected (...) almost the totality of the Jean Cavaillès papers in one volume (Oeuvres complètes de philosophie des sciences (Cavaillès 1994)). But, the Essai sur l’unité des mathématiques et divers écrits (Lautman 1977), published by the Union générale d’Éditions in 1977, had all but disappeared by the early 1980s and yet was never republished! This will remain one of the great indignities of French publishing, for as Jean Petitot rightly affirms: ‘Regarded as too speculative, in spite of his exceptional mathematical scholarship and his close connection with Hilbertian axiomatic structuralism, his mathematical philosophy has, until now, been devoid of any particular attention …. We would like to state clearly from the start, Albert Lautman represents, in our view, without exaggeration, one of the most inspired philosophers of this century’ (Petitot 1987, 79-80). (shrink)

Histories of German philosophy in the nineteenth century typically focus on its first half--when Hegel, idealism, and Romanticism dominated. By contrast, the remainder of the century, after Hegel's death, has been relatively neglected because it has been seen as a period of stagnation and decline. But Frederick Beiser argues that the second half of the century was in fact one of the most revolutionary periods in modern philosophy because the nature of philosophy itself was up for grabs and the very (...) absence of certainty led to creativity and the start of a new era. In this innovative concise history of German philosophy from 1840 to 1900, Beiser focuses not on themes or individual thinkers but rather on the period's five great debates: the identity crisis of philosophy, the materialism controversy, the methods and limits of history, the pessimism controversy, and the Ignorabimusstreit. Schopenhauer and Wilhelm Dilthey play important roles in these controversies but so do many neglected figures, including Ludwig Büchner, Eugen Dühring, Eduard von Hartmann, Julius Fraunstaedt, Hermann Lotze, Adolf Trendelenburg, and two women, Agnes Taubert and Olga Pluemacher, who have been completely forgotten in histories of philosophy. The main purpose of this paper is to examine the validity of the contention that, over the past decades, we have been witnessing the rise of the ‘posthuman condition’. To this end, the analysis draws on the work of the contemporary philosopher Rosi Braidotti. The paper is divided into four parts. The first part centres on the concept of posthumanism, suggesting that it reflects a systematic attempt to challenge humanist assumptions underlying the construction of ‘the human’. The second part focuses (...) on the concept of post-anthropocentrism, demonstrating that it articulates a desire to reject the twin ideas of ‘species supremacism’ and ‘human exceptionalism’, which it seeks to replace with ‘species egalitarianism’ and ‘monistic vitalism’. The third part is concerned with the concept of critical posthumanities, positing that its advocacy is based on the cross-fertilization of posthumanism and post-anthropocentrism. The fourth part offers an assessment of the ‘posthuman condition’ thesis, evaluating the extent to which it sheds new light on the ways in which our engagements with the world are shaped by the confluence of zoe-, geo-, and techno-based dimensions. The paper concludes with a brief summary of the key insights gained from the preceding inquiry. (shrink)

By examining an exemplar sample of mental health nursing educational policies and related legislation, in this article, we trace the discursive production of madness as an “othered” identity category. We engage in a critical discourse analysis of mental health nursing education in Canada, drawing on provincial and federal policies and legislation as the main sources of data. Theoretically framed by critical posthumanism and mad studies, this article outlines how the mad subjectivity becomes decontextualized out of its identity‐based understanding and recontextualized (...) as an inferior category of “the human,” circulating within discourses of pedagogy, economics, law, and psychiatry. The article maps the intertextual nexus of the discourse of mental health nursing education, making visible the complex, the arbitrary, and the sometimes‐contradictory nature of the discipline's grappling with identity‐based mental health concepts. We close with several implications for nursing policy, education, and practice. (shrink)

I show that frequentism, as an explanation of probability in classical statistical mechanics, can be extended in a natural way to a decoherent quantum history space, the analogue of a classical phase space. The result is a form of finite frequentism, in which Gibbs’ concept of an infinite ensemble of gases is replaced by the quantum state expressed as a superposition of a finite number of decohering microstates. It is a form of finite and actual frequentism (as opposed to hypothetical (...) frequentism) insofar as all the microstates exist, in keeping with the decoherence-based Everett interpretation, and some versions of pilot-wave theory.
